Hello,

just wanted to let you know that we work(ed) on internationalization of the Workflow components. 

This includes both the acs-workflow package as well as the workflows for timesheet approval (though others should be easy to add once we got rid of the problems e.g. with dot suddenly not liking german Umlauts etc.).

On the other hand, apparently noone complained about english in workflows except my clients so maybe it's just me and my clients who don't like to limit ourself to english.

P.S.: The diff is so large that it does not make sense to post it here. Best to have Frank include it in the product eventually
