I recommend using the the Open Office ("headless") to generate PDF docs.
That's what we use to generate PDF's of Financial Documents based on ODT templates.
Search for ODT, OpenOffice and "headless" on http://www.project-open.org

Please try to get the package 'intranet-openoffice' from CVS.
But I have to admin that we haven't yet fully integrated all that stuff into the "product". Most work is half done and has been used for specific customers, but there is still work to do for a clean integration. You would have to know some TCL in order to use this code.
