I meant: "-I/usr/local/mysql-3.23/include/msyql". From NEWS: - Bug 1849 - Compile can have trouble finding mysql.h. The MySQL backend module was assuming that mysql.h would be found in a directory named "mysql"; for some distributions this is not the case. Similarly for the Postgres backend module and the libpq-fe.h file. Users may need to alter the --with-includes configure option used when building mod_sql. This happens because Linux distributions and MySQL distributions can disagree about the installation layout of MySQL.
