I have these settings in the base system-wide level:

TimeoutLogin 60
TimeoutStalled 600
TimeoutSession 7200

And these are defined inside of <Global>:

TimeoutIdle 1800
TimeoutNoTransfer 1860

Yes. Each proftpd shows as using near 100% CPU as reported by top.
