The release notes only pertain to a given development cycle; they are not 
cumulative for the entire lifetime of the project.

Since going from proftpd-1.2.10 to proftpd-1.3.2b is a large change, I 
would recommend that you follow the steps here:

  http://www.proftpd.org/docs/howto/Upgrade.html

to try to suss out any incompatibilities/changes.
