I was able to make this work, using either:

   <IfModule mod_cap.c>
     CapabilitiesEngine off
   </IfModule>

Or:

   <IfModule mod_cap.c>
     CapabiltiesSet +CAP_DAC_OVERRIDE
   </IfModule>
