#407 Cannot Sync/Edit WBS on cloud project while offline member reconnects

When a team is using cloud storage for the team dashboard, files are copied to and from the team data area by their storage provider's desktop sync client.

If a team member has been offline for an extended period of time, their sync client may have a large backlog of files to publish to the cloud when they reconnect. (This could include arbitrary files they have created/modified on their computer, not just dashboard files.) Depending on the number of files that have changed, that backlog could take hours or days to publish to the cloud.

The sync client could publish those files in any order, so the dashboard files they have modified are unlikely to be published atomically. If an inconsistent state is published to the cloud, other team members may be unable to open the WBS Editor or perform a "Sync to WBS" until that team member's sync client reports that it is up-to-date.
