I am making some changes to the announcement service that will extend 
the existing basic functionality of playing one prompt in a cycle to 
having a menu system with possible adverts included.

These are the requirements I came up with.

	
1. Should optionally be able to play an advert from a URL.
2. Should be able to play a configurable welcome message.
3. Should be able to play a configurable main menu that allows the user 
to select options.
4. Eight configurable sub-message should be available through the menu 
selection.
5. Complete billing should be available through the pvInfoServer billing 
interface in-line with the Open Telecoms billing spec.
6. Administrators should be able to authenticate through a PIN (checked 
by the billing server).
7. Administrators should be able to re-record the message on-the-fly.
