"Download Incomplete" using cygwin setup

Using setup.exe with servers http://mirror.averse.net
and http://prc-tools.sourceforge.net
Clicking next gets to treeview where I can
select/deselect the packages.
Clicking next gets a small part of progress bar
followed by "Download Incomplete. Try Again?"
Going back and unchecking all prc-tools items allows
installation to run to completion.
Connecting thru an authenticated proxy and firewall -
but worked fine for base system from other server.

I was getting the Download Incomplete in regard to a file
like "_update-dir-****". Trying again and selecting another
Cygwin base server (specifically, kernel.org) solved it. I
would theorize that Cygwin's setup.exe is hardwired to
download an _update-dir* script file that it runs after the
packages you actually selected, and perhaps prc-tools'
server does not provide it?

I have managed to download the necessary packages directly
from sourceforge. These are: prc-tools-2.3-cygwin.tar.bz2
and pilrc-3.2-cygwin.tar.bz2. However I am too much of a
cygwin chump to successfully install them. Tried running the
cygwin installer with "install from disk" option, but in
that event it does not offer the prc-tools as an option for
selection. So I still do not have the compiler, I guess.
Would appreciate any resolution to the problem that you achieve.

Tried again, and this time it worked. Temporary server issue?

Still not working 12/20 I get this cygwin message when I
don't select another base server:
"This setup.ini is older than the one you used last time you
install cygwin"
Either way, with or without various base servers, I get this
message on exit:
"Fatal Error: Uncaught Exception
Thread: install
Type: St16invalid_argument
Message: URL Scheme not registered!"
an out of date setup.ini file? Perhaps there's a typo?

I solved this by completely deleting my cygwin directory and
reinstalling. Use the following sites:

files did not resolve this for me.

When I manually attempt to connect to the URL
