What was done in the upgrade process?  What was the version before, and
the version now?  How did you upgrade the MPPE kernel module?

It's not seeing anything come back.

The port 1723 traffic is there.  But there's no GRE traffic?  Why?
Did you restrict the tcpdump somehow?

The PPTP client is sending multiple outgoing call requests, but not
receiving any replies.

Did you change the version of PPTP client at all?
