#7 Allow for regions partially outside image boundaries

Currently, PPIV divides the image into a series of complete interrogation regions. If the size of the interrogation region does not divide evenly into the image size, the number of regions will be set to the maximum whole regions that can fit within the image, starting from the top-left corner of the image. We may get improved results by allowing for partial regions that straddle the image boundaries along the right and bottom edges of the image.
