#21 Tell plugin allows messages to invalid nicknames.

The Tell plugin's !tell command will accept nicknames with characters the server will not allow, e.g. "raven:".
This means users will think they've left a message, while the recipient will never get it(in fact cannot, even if it was known to have been left on a bad nick) - making users think the plugin doesn't work.
