configure does not enable -O2 option by default, while it is enabled by default at vanilla PostgreSQL. It is not good especially for the people who would like to compare XC performance against vanilla PG. On the other hand, -DPGXC is mandatory for all the XC built, which is disabled if CFLAGS= option is used.
