#2 Create send-pr synopsis line from port directory

Hi there,

I've been using porttools in directories where the PORTNAME is different than the directory name. Some examples are:

www/zend-framework (PORTNAME = ZendFramework)
security/keepassx (PORTNAME = KeePassX)

Instead of using the PORTNAME value in the synopsis, I'd like to use the directory name instead, since the PR auto-assigner or the assignee usually make that change anyway.

The attached patch file uses the port directory name to generate the synopsis field in send-pr.
