Tired Old Coder has implemented an advanced emerge dialog
that does most of what you suggest. Adding the ability to
modify the /etc/portage files could be added for future
releases.

Porthole now includes the functionality to add to or remove
from package.use, package.keywords and package.unmask, as
well as the use flag section of make.conf.
Implementing an editor for the files is on the todo list.

This will be handled by a new package called gpytage which is an editor designed for these files. I have submitted a few patches and made a few suggestions. This package is becoming quite useful and may also get decruft ability from yet another new script that can parse the files and tell you what is no longer needed, etc..
I will be making a gpytage plug-in module for porthole to integrate it's functionality into porthole.

ACCEPT_KEYWORDS habbit.
