Appears to be happening on the call to
MAKE-LOAD-FORM-SAVING-SLOTS in

Recommended way to install portableallegroserve is through quicklisp http://quicklisp.org. The INSTALL.lisp is likely unmaintained and bitrotted. Maybe it should be deleted from the repository if it hasn't already.
