I'am trying to setup poptop on a rh 8 machine i can login to my vpn server. but everytime i get an 255.255.255.255 submask.

How can i set this to 255.255.255.0 ??

my vpn 192.168.0.48
firewall 192.168.0.15
clients 192.168.0.200-254

  You can't. It's a VPN connection. The hostmask is the Virtual in VPN ;-)
  It's no problem, it's supposed to do this...
