When using Mac OS X.2, win98 or win2k, connecting to poptop and browsing the internet and intranet through the vpn connection works ok. However when using winxp client, we can only browse to the home page on the poptop server. When trying to access webmin on the poptop server, IE just eventually times out. All other OS's are ok. We have tried with "Use default gateway on remote network" on and off but sill no luck. We can ping and telnet to all machine on the poptop server network.

If you have a LAN HTTP proxy and aren't using the WAN miniport pptp adaptor in XP, he O/S may not realise you are on a VPN and still try to proxy HTTP via the LAN address.
May not be, but would explain why all but HTTP works.

We have also tried changing the MTU/MRU to values ranging from 500 to 1600. Still no luck.
Try this...
iptables --append FORWARD --protocol tcp --tcp-flags SYN,RST SYN --jump TCPMSS --clamp-mss-to-pmtu
