There is a need for a general normative clarification how to use our standards or how to be conformant to our standards.
Mental model: If an aspect is described in the standard and a participant utilizes this aspect, the participant has to do it exactly in the described way. E.g. this means that if a provider provides a parameter represented by an optional metric, the provider has to model the metric as specified in the standard; if a provider likes to provide a parameter with another unit of measure, it has to provide the metric with the defined unit of measure as well.

R0001: If a SERVICE PROVIDER offers CONTAINMENT TREE ENTRYs having a semantic described in pm:AbstractMetricDescriptor, pm:ProductionSpecification, pm:AbstractOperationDescriptor, or pm:AbstractAlertDescriptor that is described in this standard or referenced standards, the SERVICE PROVIDER SHALL utilize the model described in this standard.

Note 2 - R0001 implies that if a SERVICE PROVICER likes to offer a METRIC with a unit of measure that is not defined for this METRIC in this standard, the SERVICE PROVIDER has to provide a METRIC with a specified unit of measure in addition to the METRIC with the not specified unit of measure.
