In Version 0.9.1 of Pocket Sudoku i was missing the basic technique "Type 2 - Box Line Reduction Strategy" (in the Auto Pencil Marks mode) which is explained on the site above.

I just tested that very example and found that the technique is implemented in Pocket Sudoku 0.9.1 (and earlier) with the name "All in row/col". If it doesn't work for you, can you please attach an example of such a scenario?
