The rules (which we never officially approved but which we have used to approve some chunks) are documented in ftp://ftp.simplesystems.org/pub/png-group/documents/png-registration-20070601.txt They allow a proposal to be brought up again after 180 days of being voted down (sooner if the proposal is substantially changed).
