The default compilation environment is not necessarily suitable for configuring from scratch. It is unweildy to require that the developer reproduce a large set of environment variables for 'configure' and for each 'make' incantation. That is why I decided that 'make distcheck' should match 'make check' for GraphicsMagick. Libpng only has a single dependency and very few configuration options so this may not be so useful for libpng.
