#2 Permissions Integration

I would like to have pncgiIRC take PostNuke
permissions into account.

i.e. permission of None should grant No Access
permission of Overview should grant the current access
afforded to all (username from PN, server from PN,
Autojoin default channel from PN)
Permission of Read should grant access to change
Username and Autojoin Channel
Permission of Moderate should grant access to Change
Username, Server, Autojoin channel, View connections,
Kill connections.
Permission of Admin should allow all Mod permissions
and the ability to Lock/Close the gateway, change
config options and any other administrative possibilities
