The documentation is now available under
https://pmd.github.io/pmd/pmd_rules_apex_documentation.html and
https://pmd.sourceforge.io/snapshot/pmd_rules_apex_documentation.html .

As soon as PMD 6.11.0 is released, it will be available under
https://pmd.sourceforge.io/latest/pmd_rules_apex_documentation.html#apexdoc
as well.
