Ruleset file with all rules for the release?

We're looking for a ruleset file with all available rules for the release,
specified like this:
<rule ref="rulesets/ecmascript/basic.xml/AssignmentInOperand"/>

I looked through source and the latest dist but did not find one.
Hopefully I just missed it.
If not, is it feasible to have one either in source or distro (perhaps
generated with the build)?
