#961 Embedded rules are not loaded

When supplying the RuleSetFactory with a classloader, it will parse the ruleset therein, but xml files referenced from the ruleset cannot be fount if they are distributed with the ruleset (for instance in a separate jar that is only accessible from the given classloader).
Attached is a diff as well as an example (used by the unit test).
