#1357 Eclipse Import Window needs a Select All button

The import ruleset window in eclipse needs a SelectAll button.

Steps to reproduce
1) Window -> Preferences -> PMD -> Rule Configuration -> Import
2) Load a file with lots of rules
3) use must click the check box on every rule to import (very annoying)
