the MS4W package is a bit of a "quick-and-dirty" approach. They put all 
DLL's, PHP and apache executables inside the apache cgi-bin directory. 
This is fine for a testing installation but one would normally not use 
this for production set ups (it can be discussed why someone wants 
Windows in this case, but that's another piece of cake...)

Unfortunately there are no stand-alone Mapserver + PHP Mapscript 
packages any more. So you might need to separate the Mapserver DLL's and 
place them in their own dir, adding this to the system path. You can 
then use standard PHP packages but you must ensure that it is exactly 
the same type of build as the one from MS4W, and you must copy the 
mapscript dll to the PHP extension dir, set the php.ini, etc.

For pure testing I would more recommend a virtual machine with a Linux 
like debian, ubuntu, usually less painful...
