It turns out there was a typographical error in your CMake logic change ("else" should have been changed to "elseif") that effectively stopped all CMake finding of packages that publish their compile and link flags using pkg-config. I have now fixed that bug (see https://sourceforge.net/p/plplot/plplot/ci/11c496bebb2d23f86812c753e60e7a5b8bbfb0a0/), and you should use that fixed version yourself.
