The ways to set background colour are documented in
http://plplot.sourceforge.net/docbook-manual/plplot-html-5.5.3/color.html .
Probably the easiest of these is with the command-line parameter -bg.
Try that command-line option like this:
c/x01c -dev xwin -bg FFFFFF
If setting background colour doesn't seem to work for some other device,
then you are probably encountering some bug with that device which you
should report giving the details of which device driver you are using.
