[Plplot-devel] swig notice version for those developers who use CVS

From now on, those developers who use the CVS version of PLplot should use
the latest swig (currently 1.3.17) to build the python and java interfaces
to PLplot. It is possible swig versions back to 1.3.14 might work, but a lot
of bug fixing has gone on between swig versions, and I have only tested
building the new java interface and recently changed python interface on
version 1.3.17 so that is the version of swig that I recommend for building
both the python and java interfaces.

Thanks for straightening this out.  It didn't look like a big deal to fix but
finding just the right magic incantation can be such a chore.  I'm *really*
glad we're not going to release requiring 1.3.13 for the python bindings but
1.3.17 for java. :)
