Since every user's link step is going to be changed in any case with the new
linking scheme, I took this opportunity to change the C++ library name from
libplcxx to libplplotcxx. The only really unique thing about libplcxx is
the "pl", and I was concerned that eventually by random accident some other
package would also attempt to claim that name which would result in a mess.
For similar reasons, I have named the new fortran library libplplotf77.
On the static drivers front, I have been doing a lot of thinking today about
the best way to do it. The problem is that all the hierarchical links, and
what libraries have to be created first are turned inside out and backside
front by the tk driver. However, I believe I have just now come up with a
solution which I will attempt to implement tonight.
