Enable D bindings and examples by default.  The D examples are still not
complete, but a large fraction of them are, and the bindings and
existing examples build without issues.

Previously, we were rather reluctant to enable a new language by default,
but now that a missing D compiler only causes a warning, I believe the
criteria for enabling a language by default do not have to be quite so
severe as before.

Explicitly tell cmake to use the phobos library. This library is used in plplot.d and the D examples since it's provided with the standard D compiler install. This may become a problem if a user wants to use the "competing" tango library, but first make everything run with the phobos library and then take care about Tango.

Because ENABLE_d=ON is known to interfere with wxwidgets linking on
Windows (for unknown reasons) turn it OFF by default on that platform.
