Log Message:
Update CVS for Debian packages up to 5.1.0-1.  Lots of stuff -- see the
changelog for full details.  Change libplmatrixd to libtclmatrixd.  Only
compile python-plplot on some architectures (can now be reverted).  Fix
build dependencies.  Update to python-2.1.
