Make install consistent with libplplot linking to special dynamic drivers
xwin and tkwin.

Sort out dependency issues and make symlinks between library location and
actual location of special dynamic drivers.

This solution passed all my standard non-interactive tests for installed
plplot.  

However, a bug has crept into the interactive use of the installed tk driver
so that still has to be sorted out.
