[Plplot-devel] Additions to api.xml

Hi,

I have updated/changed/added some API entries in api.xml.
PLEASE review the changes, which are in:

plenv, plenv0, plclear, plgriddata, plmesh, plmeshc, plot3d, plot3dc, 
plsurf3d. plotsh3d was deleted.

I'm not sure that I haven't mess anything. If I have, and it is severe, 
please just revert to the previous cvs version.

I promise that I will not write more documentation in docbook format.
I like new technologies if, besides being nice, elegant and usefull, 
they serve me; I will not use them if I have to serve them.
