PLplot requires the font files to be in the installed location. So I believe you need to install PLplot (including the fonts) before the examples will work. For Unix and Linux you install by running the command 'make install'. I have no windows experience with PLplot, but I notice some documentation in sys/win32/msdev that may help you out.
