BTW I have confirmed the problem on my RH 7.3 system using the tarball.  When
running make, I see:

Making all in include
cd .. && /bin/sh /home/mjl/dev/plplot/projects/plplot-5.2.0/missing --run autoheader

It now appears broken in a different way.  The plDevs.h file that gets created
by configure has no macros defined at all!  The build actually failed b/c of
an unresolved dependency that shouldn't have happened, but this is a secondary
issue.
