with your help (and Wayne=B4s), I succeeded in installing plplot.

It is also possible to run the examples from the Cygwin shell,
provided the environment variable is set by a UNIX command, but
with content in DOS style:

export PLPLOT_HOME=3DD:\\my_plplot_directory
