Sorry I am responding to this question so late, but I just ran across the
definitive information.  See

So contrary to several SF news items and announcements some time ago, there
is no shell access for PLplot developers to our CVS repository.  However,
the SF staff apparently are willing to do any CVS repository adjustments
that you request, and all these requests receive their highest priority.
Look at the above URL to see how to set up repository changes with them.
