Log Message:
Change to consistent double quote style from previous mixture of
single and double quotes.

Remove debug printing that previously confirmed that flat logic was working.

Put in much improved logic for handling configuration of libraries.
(This wasn't essential on Linux, but it turns out to be important
for MacOS X and perhaps other unices.)
