OK, thanks for the prescription.  I wasn't seeing the problem b/c my wish runs
out of the same $prefix as plplot, and the existing initialization logic was
treating the installed plplot image as basically a tcl extension that lived in
the same tree, except when building ("." is checked last) or if PL_LIBRARY is
set.  Now it always checks the known install location first.
