P.S.  I just reviewed my old messages about this problem, and it turns
out the original problem was for pltcl, and we solved it for that executable.
I just checked, and both ways (local and installed) of running pltcl
still work fine.  But at the time I never tested plserver, and its that
executable that is now giving trouble (but was not giving trouble
on the July 4 snapshot.)

So I think the key question is how come the tcl_findLibrary logic works fine
now for the pltcl case, but not for the plserver case?

Vince, could you please have a look at this question?
