[Plplot-devel] examples 12 and 13 completed

Thanks to Geoffrey's finishing effort, java and C now give identical results
for examples 12 and 13.  Python, tcl (and yorick) were already done for
those examples so this completes the work for them.

Examples 9, 15, 16, and 18 still need to be done.  They look more difficult
than what I have done before so I expect it will take me a while.
