Looks like only admins can add a new sub project.  I /assume/,
although I have not tested, that any logged-in developer can add a
task to a sub project (topical task list).  Click on the "java binding
development" task list, and you should see a way to add a new task.
If you want me to make you a new sub project to which you can
associate tasks, let me know.  If developers who are not admins want
admin privilege in order to reach some of this project tracking
machinery, let me know.
