Change to new style plplot/*.h header file locations.  Substantial changes
required.  Also, use ln -sf rather than ln -s for the python links to
suppress error messages when they were being set twice.  Probably the
second time stuff is linked should be removed altogether from logic, but
I will let the experts decide.
