Finished conversion of latexinfo tcl.tex to tcl.sgml.  One minor error
bypassed which I hope Rafael can fix (see private note).  tcl.sgml completes
the conversion of the "1995" latexinfo documentation.  There are still
possibly a few latex files to convert from the "1994" version of the
documentation depending on what Geoffrey and Maurice say.
