[Plplot-devel] Fix for Debian Sid sip file find problem

Rafael has contacted me off list concerning the sip file find problem
for Debian Sid that he feels is the cause of
<https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=971215>.
Accordingly I have solved that find problem as part of a
larger rationalization of the CMake logic to find needed sip files
(see commit 61e41ac6a).  I am virtually positive this fix will work on
Debian Sid because I checked the file list there was consistent with
the PATHS and PATH_SUFFIXES I now use to help find the relevant sip
files.  However, I don't currently have convenient access to Debian
Sid so I could only test this commit introduced no regressions on
Debian Buster.

@Rafael:
Could you try that commit to confirm it works the same as your own
hackish patch to solve the issue?  Please report back those test
results to both Ole and me.

Please see whether commit 61e41ac6a solves Debian bug 971215.
