[Plplot-devel] Status of the 5.13.0 release process

That process is still on-going, and so far there are no major
hiccups.

I plan to write one such "status" note per day until the release
occurs.  So hopefully this is the last such note, but it might not be.
:-)

The hard freeze for pushing of commits to our master branch continues.
