Obviously I forgot to look at incoming e-mail before sending the above.
I am now very happy to say that Arjen has now had good success
with a simple test of that updated code on MinGW-w64/MSYS2.  Congratulations,
Arjen for that nice breakthrough!  That good result removes quite a bit of
the uncertainty in the timing of our next release.
